Candy girl, like most of low's songs, is very simple.  The entire song is:

(wh)=slight movement of the whammy bar.  Very very very slight.

The guitarist is clearly using a sustain pedal.  Turn your bass knob down and the tone knob on your guitar up a bit to get the correct tone.
